HSSE Manager

RST Industries is a recognized leader in safe, efficient tank transportation specializes in the transport of chemicals, petroleum, and black product throughout Atlantic Canada, Ontario, Quebec and the eastern United States. In addition to delivering bulk products in line with top tier industry standards, RST also provides emergency response and training services throughout Atlantic Canada. 

We are currently seeking an HSSE Manager based in Saint John, New Brunswick. 

The purpose of this role is to support the execution and overseeing of the Health and Safety, Security and Environmental (HSSE) management program for two trucking operations.  Reporting directly to the Director, HSSE, Quality and Risk, the position is expected to be "hands on" to achieve the best safety record and outcomes possible following federal regulations, corporate and client policies. This position is also responsible for supporting a transportation-related regulatory compliance framework and managing financial risk through insurance.  To achieve this purpose, the ideal candidate will promote in-place current technologies and safety awareness practices. Specific responsibilities include:

  • Safety Program Management:  The position will be responsible for managing HSSE and Risk Prevention programs and related regulatory compliance. Act in the capacity of Designated Employer Representative (DER) for company Drug and Alcohol prevention program.   Liaise with government agencies related to compliance programs.  Responsible for the execution of company Safety Management System (SMS).
  • Subject Matter Expert (SME): Resource to employees, management, and committees (e.g., Safety Focus Group, Health & Safety Committee).  Serve as day-to-day lead for HSSE, quality and risk management function to support business leaders, operations, and drivers.  Compliance Management using company systems (i.e., Omnitracs, Intelex, Lytx, Idelic).  Responsible for fleet HSSE compliance and KPI (or OKR) performance.  Support for Operations team on all safety issues within the fleet.
  • Health & Safety Training: Support management of the staff and driver training programs including design, development and tracking of training compliance.  Conduct training on compliance topics and support the E-Learning programs (review / auditing).
  • Incident / Injury prevention & investigation: Oversee root cause investigations of safety team and document facilitation.  Provide oversight into the risk management group. Facilitate trend analysis for prevention initiatives to be handed off to the company safety teams. 
  • Coach, Change Agent, Advisor: Lead change and deliver results through others, coach leadership as well as Drivers for behavior Change. Manage the company performance management system(s), communicate to drivers’ areas of improvement.

Education and/or Work Experience Requirements:

  • Canadian Registered Safety Technician (CRST) certification in progress or willingness to work towards it
  • North American Transportation Management Institute (NATMI) Certified Director of Safety (CDS) certification preferred
  • Post-Secondary education in Health and Safety with a minimum of 3 year’s work experience, with a strong focus in EHS Compliance or 2 years’ experience in the transportation industry preferred.
  • Experience working with government agencies, DOT, MOE, MOL, Transport Canada or other government agencies.
  • Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers.
  • Ability to handle crisis situations well.
  • Excellent interpersonal and coaching skills.
  • Excellent computer proficiency (MS Office – Word, Excel, and Outlook).
  • Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
  • Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Self-motivated with a high degree of organizational and planning skills.
  • Willingness and ability to travel.
