Since 2012, we have invested more than $400 million in facilities, people, processes, and technology, making Halifax Shipyard one of the most modern and capable shipyards in the world.

Over the next 30 years our shipbuilders will construct 23 modern patrol ships and surface combatants for the Royal Canadian Navy as part of Canada’s National Shipbuilding Strategy, the largest defence procurement in Canadian history.

This year, we will deliver the lead Arctic and Offshore Patrol Ship, the largest Navy ship built in Canada in 50 years. And we’re just getting started.

We’re growing our team with career-defining opportunities that will revitalize Canada’s shipbuilding industry and provide Canada’s sailors with the ships they need to protect Canada’s interests at home and abroad. Our workforce of over 2,000 will grow to more than 2,800 at peak construction of the Canadian Surface Combatants.

We have built more than 80% of Canada’s current combatant fleet and continue to perform maintenance and modernization work on the ships, including the Halifax-class frigates.

Our Security & Compliance team is seeking an International Trade Compliance Specialist. This is a full-time, permanent staff position reporting to our International Trade Compliance Manager. This role will be based in our new office location in Dartmouth, Nova Scotia.

This opportunity is ideal for those interested in learning and growing their career in the field of International Trade Compliance, and gaining professional experience to become a subject matter expert. Irving Shipbuilding’s Security & Compliance team provides industry-leading on-the-job and formal training to develop and mentor skills in export and import laws and regulations (multiple countries), cyber-security practices, and security clearances.

We’re seeking someone who meets the following requirements:

  • Experience in introductory (or greater) level of knowledge of defense trade controls, including Controlled Goods and ITAR is an asset
  • Previous experience working in customs or a legal capacity is an asset
  • Undergraduate degree or equivalent experience within Logistics, Compliance, Document Control, Configuration Management, Engineering, IT, Quality Assurance or Continuous Improvement
  • Strong communication skills
  • High attention to detail
  • Database management experience
  • Document control experience
  • Ability to prioritize competing demands
  • Experience using the Collaborative Environment considered an asset
  • Quick under-study who thrives in a fast-paced environment

All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).


  • Responsible for developing and supporting policy documents, process, and training with respect to Irving Shipbuilding’s Defense Trade Controls Policy
  • Responsible for the development and delivery of the Controlled Goods and Foreign Origin Export Control Goods Management Plan & Database and other CSC (“Canadian Surface Combatant”) contract deliverables in which Compliance issues abound
  • Provide guidance on Controlled Goods identification and markings in fulfilment of regulatory and CSC contractual requirements
  • Support CSC CIM (“Configuration & Information Management”) team on Compliance issues
  • Knowledge of ITAR Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), tracking and recording of agreements, exports / import transactions, and employee authorizations
  • Collaborative Environment user management
  • Obtain and Maintain a Designated Official designation via the Controlled Goods Program
