Irving, Limited group of companies, we have been building quality vessels and fabricated modules for more than 50 years, and our Halifax Shipyard has been at the forefront of Canadian shipbuilding for 130 years.  

Since 2012, we have invested more than $400 million in facilities, people, processes, and technology, making Halifax Shipyard one of the most modern and capable shipyards in North America. Over the next 30 years our shipbuilders will construct 20+ modern patrol ships and surface combatants for the Royal Canadian Navy as part of Canada's National Shipbuilding Strategy, the largest defence procurement in Canadian history. This year, we delivered the lead Arctic and Offshore Patrol Ship, the largest Navy ship built in Canada in 50 years and we're just getting started. The second ship will be delivered in 2021.

Irving Shipbuilding Inc. is seeking a Senior Manager, Defence Trade Compliance. 


This is a permanent full-time role based in Halifax Regional Municipality, Nova Scotia. The primary language of work is English.

  • Bachelor's Degree in business administration, engineering, or related discipline.
  • 10 years of management experience in the defence industry, manufacturing, or in a regulatory compliance function.
  • Preference will be given to experience with defence industry compliance, including experience in any of the following:
    • ITAR, including Technical Assistance Agreements,
    • United Kingdom Official / Sensitive information,
    • General export compliance,
    • Canadian Controlled Goods Program or comparable government programs,
    • Government security clearances for organizations, facilities, and personnel; and
    • US Foreign Military Sales.
  • Advanced written and verbal communication, presentation, and interpersonal skills.
  • Strong leadership and teambuilding skills, energetic, and results-focused.


All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR). 


Key Responsibilities: 

Reporting to the General Counsel of Irving Shipbuilding Inc. (ISI), the Senior Manager, Defence Trade Compliance (DTC) is responsible for the management of ISI’s DTC operations. The ideal candidate will be an energetic and strategic people leader who is adept at analyzing business problems and identifying solutions. The ideal candidate will drive solutions forward through effective techniques with communication, change management and implementation. 

The DTC department is organized into two sub-departments, which the Senior Manager, DTC will be responsible for:

Export Compliance
This team is responsible for supporting ISI and its defence project teams with export compliance requirements and operational requirements, including compliance with: (i) Canadian Controlled Goods program; (ii) United States International Traffic in Arms Regulations (ITAR), including administration of ITAR Technical Assistance Agreements; (iii) United Kingdom Official / Sensitive information; (iv) US Foreign Military Sales agreements; and (v) other export-controlled information and material. 

Canadian Contract Security
This team is responsible for supporting ISI and its defence project teams with contractual compliance requirements and operational requirements, including: (i)  organization and facility security clearances (including management of Classified information and environments), (ii) personnel security clearances, (iii) subcontractor security requirements, and (iv) other contractual security requirements. 

As the Senior Manager, DTC, you will be responsible for ISI’s DTC operations, including but not limited to:

•    Leading and directing the DTC team to achieve ISI’s business and DTC objectives.
•    Supporting ISI’s defence program teams (CSC, AOPS and Halifax-class frigates) with the DTC-compliant execution of their               programs. This includes requirements in connection with employees, the manufacturing process, contract deliverables and               material inventory/transportation, along with project data, materials and equipment. 
•    Development of policy, processes and training necessary to ensure ISI’s operations, including information management and             manufacturing activities, are compliant with DTC obligations. 
•    Management of ISI’s DTC risk, including audits and compliance investigations. 
•    Management of relationships with key stakeholders internally within ISI and externally (e.g. ISI’s customers and major                       subcontractors) on DTC issues. 
•    Delivery of DTC support to ISI’s affiliates, as needed. 
•    Develop solutions for DTC based challenges, including the transition from AOPS construction to CSC construction in the coming       years and the risks/requirements for DTC and ISI’s business operations.
